Big market teams can ridiculously overpay stars all they want and give up their 1st rd picks while the teams that lost those players obtain competitive balance picks that fall between the 1st and 2nd rds. That way teams like Tampa Bay, Kansas City, and soon to be Houston can load up for the future.
