As a local, I would highly suggest Old Town Scottsdale. Yes, it’s filled with people who are probably earning their income through instagram but it’s a great time (try Bottled Blonde, The District, and Dakota). Downtown Phoenix is a lot of hipster bars and Mill is a college bar scene.
