We have so many nukes to ensure tactical capacity in the event that we are attacked: the enemy will target our launch sites in the first wave to attempt to prevent retaliation. By having more sites than the enemy can hit, we ensure the ability to return fire. By guaranteeing to the enemy that we will be able to return fire, we deter their desire to launch at all (why start a fight when you know you are going to get killed after?)
